High GHz CPU/Memory Performance Upgrade Rig

I need some help. I want to upgrade my computer. Still have a AMD Althon X2. I have $250 and need a CPU, Motherboard, 4-8 GBs Memory, & 500GB-1TB HDD. Might Need A PSU. I want to focus my budget on a high GHz Quad & great high performance RAM. I am looking at A10s and FX series. I heard programs might not utilize the 5+ cores so I figure to have 4 strong cores with 4GB ram to last a long time.

Will have windows 7. I don't run games on the computer. I care to have great productivity performance. Might render something once a month in adobe premier, will encode videos for DVDs, have a video server, motherboard will have 100/1000 Ethernet, stream video, standard integrated sound card, and the typical chrome/Firefox browsing with 20 tabs open. Help me.

Save up more before upgrading, you will not be able to afford quality components with that limited budget, but when you do upgrade go with Intel for your CPU, as they have stronger cores than AMD, avoid ASRock for motherboard (They have the highest RMA rate), Corsair has good RAM, but there are other companies have fine RAM. You also want to have a dedicated GPU for really fast rendering.
