I just noticed an issue that has been ongoing for a couple weeks and tracked it to Desktop Windows Manager. I first noticed an the issue when my benchmark GPU scores in Time Spy went from over 10,000 to 9,700ish with my overclocked RTX 2070. I traced the issue with task manager to Desktop Windows Manager that show up to a 43% load on the GPU when the mouse is being moved around. I have tried several solutions all of which have been non productive.
My system specs: Ryzen R7 3800X (overclocked to 4.4Ghz all core), RTX 2070 overclocked via Afterburner's overclock scanner, Windows 10 home edition.
I tried uninstalling the Nvidia driver and reinstalling with clean install. The problem persists, in fact when in safe mode the problem persists so it can't be the driver.
I tried setting dwm.exe from its standard high priority to normal and even low priority in windows task manager, however it had no effect.
I have cleaned the registry and have run Malwarebytes and a full system scan with Kaspersky and found no malware.
I have run system file checker and found no issues.
I am running out of ideas as to what could be causing this short of an issue with the latest update of Windows. I never had this issue before, however I did just update windows around the same time I noticed this issue. I've also noticed when monitoring the GPU with Afterburner with constant mouse movement the GPU will only scale from 300Mhz at idle to 420Mhz with constant mouse movement but task manager is registering a 43% load on the GPU.
If anyone has some insight as to what is going on please let me know.
