For a couple of months, my PC's Cpu has always been running on suspiciously high idle temps of around 75C
I cleaned all the dust in my pc changed the thermal paste and scanned for viruses but nothing worked.
This also shows in video games as it hits 89-90C on around 70% Load. I don't have anything overclocked so it isn't that.
My Motherboard is a Rog Strix X570-E Gaming
My cooling is Corsair Platinum SE 240mm Aio
and my thermal paste is Artic-MX4

Sounds like you're block wasn't installed properly, or the thermal paste got messed up somehow.

I would re-install the block with new thermal compound.

But, before you do that, make sure the pump is operating at its rated speed or maximum speed. Corsair pumps generally operate at 2000RPM or greater.
I already did that but it didn't help out. Its still high and pump seems to be operating at 2800 rpm

hmmm, that's really bizzare. Honestly i really have no idea what's going on.

You could try updating your BIOS or clearing the CMOS to refresh all the CPU settings. That might help.

There's no weird sounds or behavior coming from the AIO?
BIOS I updated 2 days and go and I set my settings to default so it isn't that either. I have been having issue for too long and all this time researching led me to nothing
