[SOLVED] high idle temps and voltages

Specs:
X470 gaming plus MB
Ryzen 5 3600
rtx 2070 super
CPU temps are idling at 90-95 celsius with nothing open besides CPUID HWMonitor
getting like 1.3 volts average
I am on windows balanced mode
I updated to the latest chipset
I checked my BIOS version and it is on 2.0

If this is a new build, did you apply the thermal paste to the cpu cooler?
Remove the Coolers protective plastic sheet off the bottom of it?
Does the bios reading of the CPU temp match?

The stock wraith cooler should be doing better then that.
