High latency 2000ms ping

Hi , so i have a problem with ping.
I get around 2000ms every 10 seconds or less.
It's wireless connection.
I have tried to connect to other networks and mobile ones while being tethered and it still happens.
OS is Windows 10.

It's the same on any channel i put it on.
As for density , i don't know how to check that exactly.
But i have a temporary fix.Even though i do not know how i did it.
First i disabled Cortana.It seemed to work but after few minutes it returned.
Then i was digging through windows services that were active and killed few of them.
And it stopped.
I turned off the PC, and after switching it back on the same issue is back.
So i think it's something to do with Windows.But i'm not sure what yet.

I narrowed it down to WlanAutoconfig.
When i turn of and then turn back that service the ping stops.
Wish i knew how to not make happen at all.
