Question High level of quiet

that depends on how much power draws your PC
more power = more heat
more heat = higher temperature
to reduce temperatures, fans are there

soo if u really need quiet and powerfull PC, u can have your PC in another room, or hide it in closet (as long u got holes for some fresh air aiflow)

or u could tell what is quiet for you :)
 
Pc is from components, that work together. You need case with noise dampening materials, sealants, antidust filters and etc. Also you need silent case fans, on which you can adjust speed, to lower noise. Your cpu cooler should be quite too, also gpu, psu fans, if no loads, they are not spining. When you choose quite components, then you have overall quite system. I like fractal design cases.
 
What components will you have inside that will need to be cooled?
Cooling fans are what makes a pc noisy.

Pick a quality gold rated psu like the seasonic focus.
The psu fan will normally not need to run. Overprovisioning the psu will allow it to loaf.
A psu will only use the power demanded of it, regardless of the max capability.

Whatever the processor, plan on using a top end air cooler like the Antec NH-D15s.
It is an effective and nearly silent cooler.

Hard drives do have some mechanical noise. Best to use a ssd for everything if you can.
