high memory and cpu usage 3.30 Ghz and 16 GB ram !

Hello everyone. Recently my pc seems to consume much more resources than I feel it should. As exemplified by the attached picture.

Witcher 3 is a resource intense game but when smaller games and other processes start using as much memoery as system idle or svchost it got me worried.
In idle state I was using about 30% CPU and in game 60%. I thought the pc might be overheating so I installed better fans and it seemed to calm down, no more high cpu usage.
However I still have issues with physical memory in that it causes lagspikes and freezes.

my graphic card is GeForce GTX 780 Ti, 3GB, but i don't think that's whats causing the issue pleae help i put too much money into it to not have stupid errors like this

post image of your resource monitor...memory tab.

run memory test mdsched.exe within windows RE.

your CPU using up to 99% of system idol is fine along with the svchosts...if you think the svchosts is using too much open cmd and run...tasklist /svc...a few times i have nailed this down to windows updates (wuauclt, wusa) etc
