High memory usage on PC boot

I've recently started having problems with my RAM. I'll boot up my PC and it will boot at 60% ram usage. I have 16 GB of ram so this is an absurdley high amount that makes my laptop fan run continuously. I was hoping for assistance in debugging this issue.

Chrome adds about 2% to my memory usage. It was massively up before that. I had to open chrome to make this thread.
I've disabled superfetch and the issue is gone, but due to superfetch being disabled all programs load slowly.
 


Yes because now instead of loading stuff from the ram its using as a cache, it has to read it from the hard drive which takes longer. but yes superfetch could take a lot of ram up. glad you found the issue
 


It stabalized for a couple of days but not its gone down hill again even with superfetch disabled. Unsure what to do next.
