High memory usage with 32gb ram

Hi,
I installed another 16gb of ram in my pc (ASUS MAXIMUS VIII HERO motherboard) but my pc still feels "heavy". If im using Netflix I can even see my mouse stutter.
Task manager says more than 30% memory usage when the total of memory in use is about 4gb.
Is it normal?

Yes 4GB is normal for idle + a few chrome tabs on Windows 10. The stuttering is probably unrelated to memory usage; sounds more like the graphics card doing something funky. What are the rest of your system specs?
And in what other ways does it feel "heavy"?

i7 6700k and Strix GTX 1070
I meant if seeing 30% memory usage when 4GB is in use is normal since 4GB is not 30% of 32GB.
And by heavy I mean the stuttering mouse and unsmooth when dragging windows, tabs and so.
Its mainly happens when I use Netflix for example because it boosts the ram usage of my browser.

Yes.
I found a program that clears my standby RAM but still when Im using Netflix my mouse starts to stutter and I can feel that the PC is slower.
I dont know if the RAM is the problem now or what is
