Question High MS(graphics)

I have high latency in the game ms and then low fps with game stuck for 0.5-2s in my new pc idk what the [Watch your language] the riva tuner show 16.3ms then randomly up to 200+ then the stuck :c i never had this problem whit my fx 8350 this problem appeared after the update of my mobo,ram help!! i dont touchet any OC things :c


PC:

cpu: amd ryzen 5 3600

mobo: gigabyte b450 ds3h

gpu: gigabyte g1 gaming gtx 960 2gb

psu: evga 500w bronze plus

HDD: WD BLUE 3.5

RAM: DDR4 Hyperx 4gb x2 2666mhz

YES i installed a clean win 10 again and i updated everything

LATEST no beta all! cpu gpu temp cpu:40°-55° using CM evo 212, gpu: 46°-60° and 40% and 50-100% depending the game
