High Packet Loss through the day, worse at night.

Hello, for the past 3 weeks i have been getting ridiculous amount of packet loss, some throughout the day and worse at night. I called my ISP about 3 times and had 2 Technicians come to check out my hardware (replaced the router and modem but that wasn't the issue) and today i had a tech come to replace all the wiring / cables outside but i'm still receiving packet loss, i don't know what it can possibly be now and i would appreciate any suggestions.

These are what my logs look like 90% of the time, constant "DoS Attack".

I changed my IP quite a few times now but i can try it tonight.
