Question High PC but low fps

Hello homeis iam new here. i have rtx 4070 but in rdr2 and gta 4, fps is always 50-60. i play at 1440p and this is the pc:

RAM: 16GB
Storage: 1 TB M.2 SSD
Graphics Card: Geforce RTX 4070
