High Performance In Power options

Hello, i coulnt find any answeres on google so i decided to post here. When ever i turn on High performance in my power options my FPS takes a nose dive to 5-10 fps but as soon as i turn on balanced it gose right up to 60 (and i mean instantly like someone caps my fps from 10 to 60). Im not sure why this happens it dosnt effect me that much,when ever i play i just put it back to balanced and thats it but i was wondering maybe im sacreficing my total power i could get from my PC and could get better performance if i fix this problem.

only thing i could think of is that its my PSU or my Windows is messed.

It shouldn't be the PSU or Windows, but it could be the motherboard or the CPU, but you didn't provide details about your system.

Yes sorry,
I5 4460 3,2ghz
Gtx 1060 6 gb
Z97 anniversary motherboard
8gb of ram
Windows 7
Im not sure about the PSU, if it matters i can post that in the morning (3am currently)

When you set High performance, does the CPU always run at 3.2 GHz? You verified that it doesn't throttle?
