High ping after installing new Graphics Card?

So about 1 year ago i had a gtx 630,and i had 40 to 37 ping,and when the new gpu came in (r7 250x) after restarting my computer and joining league,i noticed that my ping went to 80 and 70 (the gpu changed only lasted for like 5 mins MAX,it was not an ISP coincidence)i have tried everything for example (turned on fast path/changing router/changing splitter,turning off the wifi/unplugging phones/ and many more that i cannot remember) what could it possibly be? (And btw dont get me wrong i know 70 and 80 isnt high but still,from 40 and 37,in my oppinion it is.

make sure the mb has the newest bios and amd chipset drivers.may be a bios bug.
