High ping in ALL online games even with great internet

I get realy high ping when i play any online pc game. It will be fine for about 4 min and then after 4 min it will go to 500 plus ping for 7 min and then go back to normal for 4. it repeats this cycle all the time and most of the time it is ALWAYS 500 plus ping. Its not my modem or router because i replaced those today because of this problem. It didnt help one bit. I dont know what to do i cant play any online game with out 500 plus ping. I go on speedtest.net and i get 21 ping 48.67 Mb download speed and 11.23 upload speed. So i have NO clue how to fix it plz help!!
 
Solution
Step 1 : Change Router Password, check if router is working properly
Step 2: Make sure windows, GPU drivers, other software isn't downloading drivers/ updates.
Step 3: Make sure Steam games aren't downloading/ updating
Step 4: During a game minimise with Win key or Alt + Tab and check to see if Steam mods aren't downloading (The workshop likes to download while gaming)
Step 5: If your router has a antenna for wifi either disable it or unplug/ unscrew the antenna.
Step 6: Ask ppl in the house if they are using the net, check devices if they are using it (relatives might be watching HD Youtube vids ect.)
Step 7: Do ping test, Speedtest to check if it isn't your ISP
Step 8: If Speed & ping is good then no one in the house is using the net...


I get high ping on ALL my games including: League of Legends / Call of duty Black ops / Call of duty Black ops 2 / Call of duty Modern Warfare 3 / Battle field 2 / Battle field 3 / Battle bield 4 / Battlefield Hardline / Dayz / Arma 2 / Arma 3 / TitanFall / Crysis 3 / and CSGO.... So every ONLINE game I own.
