High Ping Only At Night [Lots of info]

So over the past 2 years, I have had a few different computers, I play games mostly from csgo - pubg battlegrounds.

I have a custom built computer [I have switched comps, it doesnt seem to matter what computer I am on in the house the lag still happens from 7pm-11pm]
MSI Pro Solution Intel Z170A LGA 1151 DDR4 USB 3.1 is the motherboard.
[I have all my drivers current]

I have been in a constant battle with 'Charter communications'
and they are not willing to help me with the 'ping issues'
from 7pm-10/11pm at night, all week everyday, I will have 200-300 ping, no matter what I ping too.
I am on a wired connection.
I have just went and bought a new 'nighthawk' router in hopes of it would fix it. [it hasnt]

They dont have a tech available when i am lagging, at night where I live.
during the day, i ping 32- ish to google.com// during my lag spikes, I lag 100-200 to google.com
and cannot play csgo/pubg.

Does anyone have any tips or tricks, when talking to the ISP to help them get the help I need?
I am in a remote location and charter is unfortunately the only internet available.

I always have the same download speed/ upload speed.
60mbps down, 5-6mbps up.

It is all those other people home from work trying to use internet. The provider likely put too many people onto the same segment...or you could have a couple idiot kids running torrent on your segment. Most providers have upgraded their networks so you don't see this issue as much but in areas they can get away with it they still do. The reason you get good transfer rates even with bad ping is bufferbloat in the ISP router. Unfortunately there is nothing you can do to fix this.

I am assuming you get no ping issues to pings to your router. You can see the same issue on wireless because neighbors are competing for wireless bandwidth. At least in that case you can use a wired connection to solve it.

I have lived in the some areas that I was restricted to only one provider, it is actually a common problem & not a lot that can be done about it. Your isp provider is not going to do anything I can tell you from experience & frustration & in fact it may not be your provider that is lagging but the network they go through to get to the internet. Think of it this way you get isp from them they get a isp from someone else (hop) more hops the longer the lag plus each point in the hop can bottle neck increasing lag even more, so you can run a trace to see where the biggest lag is & usually it is not your provider it is where they hop to for there service & your provider can not fix something they have no control over either. The time period you are talking about is prime time for higher lag not just that people are off work but a lot of large company's are syncing information & backing up files over the internet.
I know this is not helping you & my apologies, but I thought you might like to know what is really going on & it is mostly do to the old infrastructure in the USA & sad that we are the lowest rank speed average for internet in the world. In fact the study could not be completed due to large areas still having to use dial-up to connect & it was to slow to messure.. :-(
