High ping problem in CS GO

I am facing high ping problem while playing CS GO..I have 5mbps ( actually my connection is 10mbps but i got only 5mbps due to high distance from ISP) broadband connection ...and i am getting always more than 120ms ping..i checked with ISP too thay are saying no problem from their side...I tried to play with my mobile LTE hotspot ( 15-25 mbps download,3- 8 mbps upload)..but still i get 80+ ping which is fluctuating on hotspot connection from 80 to 1000 ms...so not playable.....
i cant change my ISP as my city is small and have only 2 ISP ...second one has highest 4mbps connection with very limited free data with higher price...

Is your PC connected directly to the modem via an Ethernet cable? 84 ms to 208 ms pings is way higher than they should be; at 5 mbps they should be 30ms or less.

Yes PC is directly connected to Modem via Ethernet cable...
Is is problem with ISP...As my broadplan is of 10mbps...but getting only 5mbps....ISP customer care says that my house is very far (8 km) from their office and they are using copper wire(landline) for internet...and copper wire has loss as the distance is increase...but i am getting just half of bandwidth ...is this acceptable reason ?? i know copper wire connection has loss but that much loss...?

or have problem with my Modem?

Did you test with a different PC? Can you perform a speedtest with your ISP? The issue definitely is between your house and your ISP.

No, I dont have another pc for test..yes i have a very old laptop which cant run csgo...
I tried speedtest on speedtest.net....and my speed is always in between 4.5 - 5 mbps

On a 2.2 Mbps ADSL link, I get 69-75 ms pings (SpeedTest to my ISP). Since your link is twice as fast, I would expect pings to your ISP to be about half. Can't you use the old laptop to run "tracert 8.8.8.8"? It may not be fast enough for csgo, but a tracert requires little CPU resources.

Bro i am not using VPN on desktop...I need to check again my internet configuration....At that time i think i have speedify software installed ( for combining speed of my dsl 4-5mbps and my mobile hotspot LTE 15-25 mbps for gaming+streaming but it doesnt work because of very high ping during streaming) ..May be due to that reason it shows vpn...i uninstalled it 2 days before....i am posting new result

Still cs-go ping is 220+

And bro i dont think high ping is normal in india ...Actually i am using a Government owned ISP company (BSNL) ...because i live in small city and their is no other ISP available..thatswhy i needed to stic with BSNL..even i am getting half speed of what i am paying for ( Paying for 10mbps connection and getting only 4.5-5 mbps due to distance from ISP around 7-8 km...Attenuation is 52 for my link which is very high)

many of my friend living in other big cities in india getting 30-50 ping in cs go using private ISP

Are you connecting to a cs:go server near you or one that's across the ocean? Your ISP can't do much for you if you connect to a server in other countries. Did you perform a tracert to the cs:go server to figure out where it is? You can use https://www.ultratools.com/tools/ipWhoisLookupResult to find out who owns an IP address.

Look at that pings....
Is their any way to find best server ip for me and changes it in cs go...Actually i am very new in CS GO...i never played Counter strike series before...i only spent 42 hour till now..

Pings are fine on the BB-infrastructure (218.248.224.0 - 218.248.239.255). However once you go through BSNL-1593266-Mumbai (59.144.105.40 - 59.144.105.43) which obviously is very small with a very slow link, then your pings are unacceptable. The next hop is BHARTI-IN (Airtel 182.64.0.0 - 182.79.255.255) and they are quite large with excellent bandwidth. Contact your ISP and ask the reason why they go through BSNL-1593266-Mumbai since they are a serious bottleneck. They probably can reconfigure their routers to use a better backbobe.
