High Ping times on Windows 8 - low times on Windows 7

In the process of upgrading to a new computer I have encountered a problem that I find quite mystifying. While this problem occurs with several programs, I will discuss on that is simple to measure (it speaks to only 1 sever and also reports its ping times).

On my old computer (Windows 7) the program runs quite happily with a typical ping of 20-40 ms. On my new computer (windows 8) the results are not so happy; the typical ping time is around 800-1200 ms with a range of about 200-9000 ms.

I have tried everything I can think of to diagnose the problem without success. I have switched the hardware about to eliminate that as a variable. [I did find a problem with the DNS, but fixing that made no change.]

Both systems are connected to the same router which serves them DHCP.

I am lost...
 
It depends on what you are Pinging, Ping is a low priority, with a new install there may be updates (etc) being down-loaded in the background, any higher-priority network traffic (at either end) will affect the Ping time.
 


The behaviour is the same regardless of any other activity at my end; besides these are not actual "ping" packets but a standard request/response.
