High Ping when others in house are streaming

Whenever I am playing games (usually cs:go) my parents decide to watch Netflix on the tv. My ping, which is usually less than 20, spikes over 200, and all the games I like (online fps games) cant be played. How can I limit bandwith so that I get a decent ping and it is still possible for them to stream movies? I have frontier, with an arris nv-something router.
ALSO: I'm 14, so I can't work to pay for my own internet. If I could, I wouldn't be allowed to set it up anyway.
OR: recommendations for offline games? Preferably free and/or on steam?

unfortunately, unless you can change the QOS on router to set your pc on highest priority and the tv to the lowest priority you will not see much or any improvement on your ping/speed issues. Netflix and other video on demand HD sucks bandwidth... and since your parents pay for what they need, and let you use it, not a lot to be done about it....
