My laptop has 8GB of DDR3L and it is using about 25% at idle.

No, I don't have a chrome tab open either.

Is there a way I can lower the RAM usage?

I optimized Windows 10 for gaming.

I believe that's just the lowest you can get.
After all you're still running the whole OS behind the screen.

So it's not tottaly idle. The minimum requeriments for W10 is between 1 and 2GB of RAM, maybe that's why you get those 25% of usage, as 25% of 8GB is 2GB.

Maybe you can check for some other processess running in the background too, Updates, Anti-Virus, Other programs... They can be chewing up some RAM also.
