High RAM/CPU usage on Win10, can't work out why

For whatever reason, after a while my computers CPU starts fluctuating (as seen in below links) and my RAM usage skyrockets, often going as high as 90%+ before i have to reboot.

Now i can only imagine the data after a reboot is correct, which would mean at idle with nothing but 2 tabs open in chrome (imgBB to host the SS's below and tomsHW), plus Spotify, Razer synapse, steam, rainmeter, SteelSeries Engine 3 and Malwarebytes (as start up programs) my computer is only using 4.5ish Gig / 16. But for w/e reason up to a massive 9 MORE gig gets sucked into the blackhole that is my computer with no visible change is processes used etc.

Can someone for the love of god help me sort wtf is going on? My Computer got upgraded (MoBo, CPU, GPU. RAM) 8 odd months ago and this is the 1st time im experiencing a "memory leak".

Also incase you're wondering why it's only 70%~ usage in the before pictures, its because i closed down everything i didnt need apart from the Task manager. Ive managed to hit 97% RAM usage before with nothing visibly different from the idle 28% usage of the "after reboot" images.

::::Update:::: Decided to head to the shops for some food and leave this post unposted to see if anything happened while afk and my RAM usage has crept up 10% (4.5gig 28% - 6gig 38%). Dunno if that signifies anything.

I would not just apply those, and things like Windows visuals have such a small impact it's pointless to change. Changing virtual memory (pagefile) only helps mitigate the problem so it's not a solution just allowing more overflow onto the HDD/SSD should you saturate system memory so also not a solution.

*I posted it do to the title and it being recent, but frankly I'm not seeing anything obvious here that explains your situation. Drivers? Not likely. Nothing in Task Manager matters since again you can see the main leak isn't even being reported.

Other:
You may be able to ROLLBACK the update too and see if that helps.

To uninstall the Creators Update...
Since the memory isn't reported fully I'd say it's a WINDOWS PROCESS that's eating it up (not all Windows processes have CPU and Memory show up in Task Manager).

Things to tray:
1) create a Restore Point, then
2) rollback to the NEWEST restore point that is PRIOR to the problem happening.

If that works great. If not, then you may need to type in "msonfig" so you can experiment with disabling things. Start with just "Diagnostic Startup" first to see if that's fine.

Click the Recovery link and then click on 'Get started' under 'Go back to the previous version of Windows 10.'
