Corsair Vengeance 8GB (4GBx2) 1600 7-8-8-24. If I boot my computer I will run about 16-20%, firefox will bring it to 23-26% with -tons- of tabs. I load a game (any game but this time prototype 2) It brings it to around 40-70% (depending on game), close the game and it remands the same. Ram just sits there at the same % the game left it at. Reboot fixes it.

It sometimes causes for viruses its trying to integrate with your program & eating up your memory.
Try to scan with updated Antivirus i recommend to use Avast / Norton / Avira it would be best if you use Avira

What you have described is a quintessential memory leak. As described by the section Determine if a program overuses memory from the Windows Support article Preventing low memory problems, you can view the Memory (Private Working Set) column in the Details tab to search for programs that are reserving an undue portion of memory. It is also possible that the issue could be due to a driver, particularly the video driver given that this occurs most predominantly when you launch a video game. There are instructions for hunting down driver leaks using RAMMap and Poolmon provided here on the TechNet Forums. You may be best off first updating your drivers, which could be a simple resolution to the issue.
