High RAM usage without known reason

About two weeks ago I noticed that when I turn my computer my ram usage was at 18% out 8 GB when idling which is perfectly normal, but then and this is abnormal, after about 45 seconds after boot the usage jumps to about 29% and is using 3GB when idling! This is not normal and I don't know what's causing it. Ive tried turning off all the startup items and services and even then it does this. I've tried looking through the task manager and still nothing. One thing that has fixed this is Windows repair but I had to restore to a previous backup because Repair made all of the games on my PC run very very slowly. Please help.
 
How are you measuring usage?
It is normal for windows to keep code in ram in anticipation of reuse.
Look at your hard fault page rate to see if lack of ram is hurting you.
You should see a very low rate, <1/second.

Check for malware infection with malwarebytes.
 


I am measuring RAM and CPU usage through a windows 7 gadget called All CPU meter. However task manager shows the same numbers. I am unfamiliar with "hard fault page rates". Can you explain what it is?
