High ram usage

When my PC is idle task manager says it uses 35% (500MB) of the memory installed in my PC.
The thing is that i have 8GB's of ram installed? I havde checked, and my PC detects 8 GB is installed. Any fix to this?

I am using Windos 8.1
Stuff like chrome and skype is using ram, but all together it's only about 400-500MB witch is not 35% of my total memory
