High RPM when loading

So, I just upgraded my PC. I am now a proud owner of an I7 7700K, a Gigabyte GA-Z270-Gaming K3 and some delicious 3000mhz DDR4 ram (sadly only 8GB). However, I've got some problems with it.

The fans, especially the one at the top above the CPU cooler run with a very high RPM compared to what it used to, and it's happening randomly too. Sometimes I'll just be browsing on the internet, and randomly out of nowhere while I'm reading something, it'll speed up, and the temperature will rise too. It's very strange, and it never happened with my old stuff. I know the I7 7700K probably gets quite a bit hotter than my old FX 8350, but why would that make my fan go crazy when opening programs and browsing the internet?

When I play games, the sound is noticable too. I didn't remember hearing anything too noticable on my previous hardware. It's the worst when I'm loading things... I'll be playing a game like Arma 3, and in the load screen it'll be really loud, but then when in game, it'll just be humming. Opening programs like Discord and such makes it go crazy too. I've never experienced this before, so I'm pretty confused. There is no way, that it's supposed to work like this. There is also a beep when I boot up my PC, and I thought it was a beep code at first, but I think it's just the PC saying it works, since it's working fine besides the fans going crazy.

My temperature stays around 60-70 when playing games which is fine, but it can go up into the 60's randomly when browsing the internet. Any help would be very appreciated, as I really want it to work well. I've been having so many problems lately with getting parts and so on, so I just want it to work now. Anyway, cheers :)

Edit: I found the problem, and kind of made a temporary fix. It was the audio thingy (don't remember it's name) on my motherboard. I think it might be a feature, where it controls the fan automatically, like smart fan or something, and just the slightest bit of performance on the CPU will make it speed up by quite a lot. So... all I did was switch the fan to a less noisy fan. It still speeds up and all, but it's nowhere near as noisy now, and the temperature is fine too. So essentially the problem was with the fan itself. It almost sounded like a motor, so if anyone has the same problem, try switching the fans around. I don't know why I didn't think of this sooner. Going to leave the post open if anyone might have the same problem.

Just thought I'd add my 2 cents worth.

It's common for fans to spin faster and louder at startup, particularly before Windows loads, as the BIOS/UEFI is controlling things at that point. Then once Windows takes over it will generally settle.

You motherboard allows you to set fan curves. The default fan curves on a lot of motherboards start at 40% for the lowest setting and for noisy fans that may be the cause of the situation you had. The first thing I do after building a system is set up my fan curves - I too hate loud fans :)

The fans should spin faster under load to keep the system cool. The faster they spin the louder they will be - particularly if ou a game like PUBG which will hammer your CPU and GPU.

TL;dr - Check your fan curves in your UEFI/BIOS

Also, I'm assuming you have your fans connected to your motherboard and not to a case fan controller.

I kind of fixed it, as I said. It's really not a problem anymore... however a new problem has occured... I mean, it is a PC afterall, there's always gotta be a problem. So, now the problem is whenever the PC is idle for a while, or I'm just browsing something, or watching something, it'll start doing a constant wooooooo sound. It's very annoying. It's not there when I play games or when the PC is somehow under a heavier load. Whenever I watch something, like a stream or a series or something similar, it's gonna start "woooooooooooing" after a while, which gets very annoying, as I can hear it straight through my headphones. Does anyone know what this might be caused by?
