High settings but textures still look bad

Whatever game I play I put settings on high to ultra but the textures still look really bad.

My specs are
CPU- AMD Athlon X4 640
GPU- Gtx 750 ti
RAM- 16 gb corsair XMS 3
Motherboard- Asus M4N68T Le V2
HDD are really old (I think these are the problem

Not at all but for example in CSGO the trees look really poor even on high settings and on GTA 5 when seeing other people playing on low it looks much more better than mine.

Try setting the Nvidia control panel settings to default, see if it improves. If it does, one of your Nvidia CP options was messed up.

I'm at a loss then... try setting your settings to "Optmial" Through GeForce Experience?
