High Spec PC but slow bootup.

Good Day,
I had bought a new HP Pavilion 15 laptop 5 months back hoping to run powerful softwares in the future.
My Pc Specs are :
Core i7 6500U @2.59 Ghz
16 GB RAM
4 GB Nvdia 940M GPU.
2 TB HDD
The problem started within 2 weeks after I purchased this PC. First when I connect my PC Wifi to internet. The net is very very slow and most of the time wont even work , while the internet is working perfectly fine with other devices. I tried reinstalling Win 10 but the problem still occured, so I gave it to a shop and they fixed it somehow.

Now its been 5 months and im having more trouble. I have disabled all my Services (expect microsoft) and disabled all my startup programs. My PC is running at high performance mode , also got a Norton antivirus.
Whenever I start my PC , it takes ALOT OF TIME to get to the desktop screen. First shows the hp logo , then after a minute screen become grey with cursor, then Windows 10 logo appear, then again grey screen and then slowly opens to desktop.
But after 10-15min , PC is normal and work smoothly. But when I open startmenu , it lags. Same happens when I try to open any picture using the default Win10 Photo Viewer. First it shows Black screen for like 10-15 sec and then shows the picture. Also when I open Control Panel or Nvdia , sometime it takes 1min to open up.
My ex Dell laptop with just Core i5 and 8 GB ram booted up very fast and had none of these issues.
Please help me out with this issue. I never expected a laptop with this high specification would be such a disappointment.

Could be any number of probably causes; hard to say with the info. I would check on drivers for the Wifi though for whatever your network adapter is.

Have you looked at Task Manager to see if there is high CPU or disk usage?
Have you run antivirus and anti-malware software to make sure nothing has infected the system?

You could try booting into Safe Mode to see if the same performance issues are there. Or perhaps even a clean boot (as you seem to have partially). These could help narrow down potential causes of the problem.
