Question High stable fps but stuttering. Why?

I know there is a lot of question that same as my question, but i dont get any solution. Thats why i make this thread.
My specs are:
I7 8700k
Gigabyte 1060 6gb
RAM 16gb CORSAIR Vengeance
Ssd mp510 CORSAIR
Seasonic 550 FOCUS Gold
Mobo z370-i GAMING (mini itx)

Is it because my psu? Or because of anything else? Please help. Sorry English is not my mother's language

Spent all day long to solve but didnt find anything. My RAM is good, PSU is good, GPU i did check it with my friend's PC and no single problem. I just realize that when i play video such as youtube , i got stutter too.
