High Task Manager CPU usage

Whenever i open up the task manager, cpu usage goes up to around 85% and then comes back down to normal levels immediately. I did some searching and someone said this is a glitch in windows 8.1. should I be worried?

CPU usage jumps depending on your background processes.
Unless that jump happens every second, it's nothing to worry about.
