High temperatures 860K + 212 Evo

Hello, I'm following my CPU, and GPU temperatures, since I build my PC some time ago, and I noticed high temperatures on ilde on the processor.
On ILDE they are about 46~48 celsius, and they are jumping from this temperature up to 70 according to HWMonitor, and decreasing seconds after.
I'm using Prolimatech PK-1 Thermal Compound, it's one of the best "cheap" compounds as far as I noticed, and it does not seem like it is in my build.
And by the way if anyone would ask, my motherboard is Gigabyte GA-F2A88XM-D3H, and I'm using Sapphire R9 280x Toxic if that does count.
 



Read Damric's sticky on "thermal margin". Forget hardware monitor. Download AMD Overdrive and look at your margin. That is the only accurate measure for an APU. You may have tons of headroom. I have an 860K and use a Hyper 212 EVO and my TM starts out at about 65 C and then the margin shrinks to about 30 C and that is with Prime95 cranking away and about 10 apps open at one time. So even with all that 100% cpu load I still have 30 C of headroom. Hopefully you have ample case fans to bring in cool air and expel the heated air.

So I checked this AMD Overdrive and it's the same thing the temps are jumping from 50 to 60 C. And also, I have no idea how to control my case fans, I've tried some programs already, and non of them works with case fans, even the CPU fan does not respond, on changing settings of CPU fan makes some difference
 


Reseat the cooler and reapply the thermal paste. If that doesn't work then replace the cooler.
 


AMD Overdrive doesn't measure temperature. It shows you what margin you have heat wise. I guess you didn't read the sticky.
