Question High temperatures GeForce RTX 3060ti 8GB

I've had this pc for around 2 years and my 3060ti GPU has ran high temperatures since the day I bought it. I'm not really experienced with optimization settings or GPU's in general so I'm not sure if this could maybe be caused by poor air flow, incorrect settings or if it is normal temperature for the card. I should note that the room I am in is roughly 27-29 degrees Celsius.

Below is a result I got after running a benchmark. At 100 percent usage my GPU sits at around 83-88 degrees Celsius and starts to throttle when it hits 85.
Even when idle it sits at 45-50 degrees and sometimes will reach 80+ at an 80 percent load.

Any help would be appreciated.

Why is your GPU on the lower PCIeX16 slot?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Even when idle it sits at 45-50 degrees and sometimes will reach 80+ at an 80 percent load.
You could try and replace the thermal pads and paste with something higher in quality and clean out and dust or debris while you're at it(as in a full tear down of the GPU).

What case is that? The small bit of the front panel that can be seen in the image looks like it's one of those very restrictive front panels - that's not going to help gpu thermals.

Are those Corsair QL fans? And is that a top intake right next to a top exhaust?
Hold on, this looks like an all Corsair build - or as much of it as possible... that case is the Carbide 275R, isn't it?

I think this is a poor airflow situation:
-Carbide 275R doesn't offer good airflow, and the PSU shroud cuts off airflow.
-Corsair QL fans are showcase fans that lack in the performance department.
-Both top fans should be exhaust, otherwise, some of the warm air gets looped right back into the case.
