Question High temps on 3600

Hi, I am getting 70-71 degrees on prime95 small pff and cinebench tests with a rayzen 5 3600, x470 gaming plus max, 3200 ram, and ARCTIC Freezer 34 eSports DUO. My temperatures are terrible if I OC on 1.4v. I can get decent temps and OC if I lower Vcore, but heard not to do that with these chips. Is that true?

I reseated and reapplied thermal paste and only got it down 1-2 degrees67-70 degrees on small Fft. When using PBO I am reaching 95+ and basically renders it unusable.
