Never bench cpu on auto mobo settings(particularly Vcore), and high performance power plans; results like that are in the realm of expectations, even with some good coolers.

No. Each core, not whole cpu usage. Plus, utility changes dynamically, so no way is that number accurate in any meaningful manner.
The cooler is the Intel Stock Cooler
I have no idea what case I have, mid tower
The gpu is NVIDIA GTX 1050TI 4GB 2 FANS version
2 Fans one on front sucking air in and one on back blowing air out
I benchmarked the CPU on balanced power plan "Never bench cpu on auto mobo settings(particularly Vcore)" there are litterally 0 settings in cinebench
I also remember my CPU Cooler was very loud when the CPU was +80C and now the noise is the same when it is 50C or 95C, and the temperature is about 70C when i start and the benchmark and it climbs up to 93-95 after 3-5 minutes
