High, up to 100% gpu usage, low fps and temps

Hi,
i just recently bought a gtx 1070 ti which just wont work like it should.
In some games i get much to low fps, even though usage is high and in some i get low fps on low usage (no cpu bottlneck!).
The main problem i have, is in CSGO and some other games, the GPU usage is maxed and frames stay very low (80-150) while temps are pretty much the same as in idle.
I already tried reinstalling drivers (DDU) and installing older ones, but neither them nor the newest ones tend to work.

My system:
I7 4770
16gb 1600Mhz ddr3 ram
GTX 1070 ti Zotac mini

Well I don't play The game anymore but I installed it ran it at 1080p low settings no vysnc on a 1080ti and 7700k overclocked to 5.1ghz, I know my system is stable and I do not have video card issues. I am only getting 140-152 fps overall so I would say its normal.

My specs give a very good performance increase over yours please note that.
Is v-sync on? If it isn't v-sync it could be a hardware issue with the GPU, try installing MSI afterburner and GPU-Z to see all statistics. Get back to me with megahertz numbers and core clocks. I need to know these stats if I am going to be able to diagnose the issue. If you do have an extra GPU I would also try to install that and see if it is running correctly in your system.

make sure your gpu is not underclocked.. yes... sometimes it could happen by mistake... if your gpu usage is 99 to 100% i think there shouldnt be any bottlenecks.... also make sure you are using a good psu which is giving sufficient power to the pcie cable of the gpu... or.. none works reinstall windows
