Question High usage cpu/ram/disk

Hello,

Today i boot my pc like everyday , and first of all i enter chrome to see some news and chrome as windows freeze, and i wait like 5minutes to see what will happend and nothing still staying at same, so i restart my pc and at booting windows tell me there are some erros at C: and hi will fix them, so i wait about that repair 5 minutes, windows boot up again and still same, i went to task manager to see whats up.

So i see RAM is working 70%, proccesor 3-4% then go to 35%, and some spikes too for storage (ssd where is windows). <---- all on indle with no program running in background

I try some solutions on internet nothing helps me out, i will write my PC specifications and post you some SS but i can't catch windows going up to 35% ut you will see spikes.

Can you help?

PC: Windows 10 Pro / 64-bit
Processor: AMD Athlon(tm) X4 88K Quad Core 4.29 Ghz
Ram: 6.00 GB (3.96 i can use) ddr3 (1600mhz)
Graphic: nVidia GTX 1060 6gb
Storage is: Hard disk + ssd 128gb(for windows)
Motherboard: Gigabyte F2A68HM-S1

+ I know i need upgrade, i will go soon for i7-8086k + H370-f gaming + 16gb ddr4 3000mhz // can you give me opinion about this too, is this overkill for my gpu?

What is the windows build you have? 2004?
