[SOLVED] High usage on single-core

I currently have an i7-8700k CPU and I have noticed that when I am doing non-cpu intensive things, the Core 1 T0 Usage goes pretty high. From around 40-80% usage. My fans have also been running at a high rpm lately as well because I can literally hear them. When I start my computer up, it sounds like I am running 3 Battlefield V's at once. All of this started to happen when I put in an RTX 2080Ti. I do not know if it is a power issue, cpu issue, or software issue. I just recently updated my BIOS but that did not seem to fix it, I have all my drivers installed for CPU and GPU, so I am kind of at a loss. Any help would be greatly appreciated.

Current specs:
CPU: i7-8700k 3.7ghz stock (w/ turbo boost 4.3ghz)
Mobo: Z370 Aorus Gaming 7 (BIOS ver F15a)
Ram: 32GB DDR4 3200
GPU: Gigabyte RTX 2080Ti
Power Supply: EVGA 650 G3
 
Solution
It sounds like something is running in the back ground...I'd suggest a full virus and trojan scan...check task manager to see whats running when the cpu use spikes up.
