high usage with low utilisation

hey so i bought a laptop an alienware 15 r2 to be exact and i'm not really too keen on pc skills but i'm learning however after about 3 weeks or so i noticed i had 3-15% utilisation while speeds were at 3.21Ghz and the max was 2.60 Ghz AND NOT TO MENTION THE MASSIVE SLOW DOWNS IT TOOK ME NEARLY 2 AND A HALF MINS TO LOAD YOUTUBE!! normally without this its really snappy i dont do much sometimes ill run a few games and browse facebook and youtube thats just about it i have the intel core i7 6700hq @2.60 Ghz and my fans kick up at simply doing this, and simple web browsing so is there a solution? i tried searching everywhere here's a photo https://drive.google.com/file/d/0B9xXeZS_7WAYWVNoWVYzXzJwd28/view?usp=sharing

Utilization and usage are the same things, and the picture you posted seems completely normal

Check your system processes, look up in google those which are using your cpu. It might be system updates, depends for how long you are experiencing this problem, maybe some software you have installed (I can see 98 processes runing). Also youtube shouldn't take 2 mins to load.

I would suggest to check processes, find which are using you cpu and just google them, it might be also be system updates, depends for how long it is happening, and to load youtube 2 mins is just too much...
