Question High voltage on turbo boost?

Hi everyone, I built a new PC yesterday and turned on the enhanced turbo on my MB so that my CPU will run at 4.7ghz on all cores. However, my CPU is now running at 1.3-1.4V which seems ridiculously high for that clock speed - I was thinking that it would be around 1.2V. Any suggestions on this? I have never tried overclocking before this and left all the volts on auto in the bios and simply turned on the enhanced turbo. Also, I have a beast cooler which show keep my temps super low but they are really high. I downloaded speedfan and set my fan speed to auto but it hasnt helped - where should I change the fan speed so that they are cooling the CPU adequately? Here are my PC specs.
