this happens on certain monitors as AMD made some workaround to avoid screen flickering on monitors that do not use standart timings
u can try CRU and see if your monitor supports standart timings (mainly v-blank)

can you detail the problem more? i researched this program and it seems like people use it only for overclocking monitor or making special resolution
