higher ability scores and Blood Potency

I've read the new Vamp book and if this question is answered there-in I
apologize, but I can't find it (I'm terrible at finding things like that
after I've read a book once. Is there an index in this book?). Any way
if a vamp raises an ability to, say, 6, then drops back to 5 due to a
loss of blood potency, will he rise back to 6 in said ability if he
regains his former potency with diablerie or the passage of time, or
does he have to spend xp on the ability again?

He must buy them again with xp.

99-100, actually, but yeah. "When blood potency decreases..." is how
the quote itself starts.
