Higher demanding games running better than less demanding ones?!?!

So first of all I am going to lay out my system specs, as I beileve the problem lies there somewhere.

AMD Fx-8150 3.6 Ghz processor
AsRock 990FX Fatal1ty Professional mobo
8GB DDR3 1600 G.skill RAM
***Gigabyte Windforce R9 280x***
60 GB SSD / 1 TB HDD storage setup
27 inch Samsung LED 1080p monitor

So with all of that said, now to note my problem. I swapped out my old video card (EVGA GeForce GTX 560 Ti 2GB) for the R9 280x. I expected this to be an increase across the board but it only improved on games that utilize higher graphics effects using tessellation and what not. For example I can now play Bioshock infinite on Ultra at 1080p with over 60FPS never dropping below. Battlefield 4 is now playable where it wasn't with the GTX 560. One reason I am confused is BF4 should be running better than it is based on what I have read from other reviews. I can only play on low, but it is playable. A red flag really went up when I went to play Borderlands 2. I get over 60 FPS while just running and no monsters around, but once the action starts, it becomes unplayable. Same with Diablo 3. This is also regardless on the graphics settings levels. I have overclocked my CPU to 4.0 ghz but it still does not seem to help much at all. If anyone has any idea what could be wrong here, any help or suggestions would be greatly appreciated.

What does your CPU usage look like when playing these games?

It sounds like your system may have been GPU bound, but with the new card, it may be CPU bound.

I will check my CPU usage when I get home today. I have been at work looking for solutions all day, this never crossed my mind while troubleshooting.

Thank you for the suggestion. I will try this as soon as I get home. This makes the most sense. I thought it may have been CPU being bottlenecked but overclocking doesn't seem to relieve that at all.
 
Okay so @cklaubur I checked my CPU usage while running the two games and it below 30% most of the time, very rarely getting up to 40%

@17seconds after checking my CPU usage, i turned off the physics settings in D3 to notice no change in performance. And in BL2 the option to turn down/off physx was greyed out.

It's just really weird that these two are the only games that I seem to be having a problem with, aside from BF4 seeming to be performing at lower framerates than it should with this build as well.
 

It might have to do with the graphics drivers. Do you have the latest updates for your GFX drivers?

I installed the card three days ago using the provided drivers on disc. Now that you mention it, being new hardware I am downloading the most current ones from the website now to install. Hopefully this is the fix.
 
Yeah that's the site I used in basing my decision to purchase this card. They are benchmarking with a 4.2ghz i7 I believe, and more RAM... I just ran a driver update and everything is up to par. Changed a few settings around in D3 and I now get 60-120 fps when standing or traveling and it drops to 20-30 fps. With my overclocked gtx 560 i was running higher idle framerates and never would drop below 50. I love the way this card performs in other games, but the one I play the most.
 
Uninstalled physx and now D3 won't load at all...
