Hiren's BootCD PE Windows 10 Crashes at the Same Screen

Hi all, my Windows 7 PC can't boot into windows normally anymore. Automatic repair can't find the solution, I've used the chkdsk /f /r /x command multiple times and that doesn't work either. Let me know if there is something else I can do like that.
But onto my question, I'm using the newest version of Hiren's BootCD as of October 25 2018. But everytime I boot into it, the PC crashes I think? The startup sound stutters loudly and no input works anymore, and the time doesn't change so I guess it is crashed. What is shown on the screen is the PE Windows 10 background, some desktop items and two windows. The first is "PE Network Manager 0.59.B4" which just says Found:
802.1n Wireless LAN Card" which a loading bar.
Next is another window with no apparent title but a symbol of an X overlayed over a wavy sheet of paper, next to a loading bar below a textbox saying "ACPI\PNP0C04\4&17B18F32&0"

I'm at a loss now. I have no idea what to do and even if this did work, I don't know how to use Hiren's to fix my problem.
