HIS R9 270 not working properly

My friend has a build with an HIS 270 in it. whenever we plug it in to the motherboard and boot up the system, nothing happens. fans spin, but nothing happens onscreen, no matter what display we use. It works fine when we use on board graphics. The rest of the build is-
4gb of ram
a 3000 i3 (I don't know which one exactly)
1 tb hdd
650 watt Antec PSU
MSI z68MA-G45 motherboard
and an LG Disc drive

Anyone have any idea what could be wrong? Any help would be greatly appreciated! Thanks in advance.

im checking that 'MSI z68MA-G45' MB and apparently have issues with newer cards if you're using older bios you should try to upgrade your bios with the gpu disconnected and try again
are you sure that the card is properly seated in the PCI slot? have you connected all the power cables to your gpu?
also you can try cleaning the gold connectors of the gpu with a pencil eraser

edit: also have you disabled the integrated gpu and connected the video cable to use the one in your gpu?
 


How would I disable the integrated graphics chip? There's no interface when it powers up while the card is in. And I believe I have it inserted properly, there's no click but there seems to be a reasonable amount of flex when I press it in, I don't want to press it in anymore. And it is connected to the power supply, the fans on the card spin.
