I plan on getting a his radeon 4670 (http://www.newegg.com/Product/Product.aspx?Item=N82E16814161315)and im wondering if it will run in my dell xps420 with a 375 watt psu or would a nvidia gt 240 be better than the his 4670? I dont wanna buy a psu cuz i dont wanna deal with the wiring so dont try to suggest a new psu ^^

Solution
There isnt a huge difference but
the GT 240 GDDR5 is one tier above the HD 4670 in Toms Video Card

Really depends on price
it the 4670 is much cheaper than a GDDR5 GT240
the stick with the 4670
but if they are close in price than the GDDR5 version of the 240
is a little better deal

both are low wattage cards so your PSU is fine

I have a HD 5670 in a Dell Optiplex 745 with a 280w PSU
runs fine

the X670 series is very efficient power wise

Solution
yes the HD 5670 will outperform the HD 4670 and GT 240
it does not need an external PCIe power connector
also the HD 6670 is about 15-20% faster and also does not
need the PSU connector

both the HD 5670/6670 would work well in your system

If you like to overclock then I recommend using ATI Tray Tools
it lets you OC more than AMD Overdrive
I have my HD 5670 which is stock at 775core/1000mem running at
880core/1200mem stable
can push it a little harder when weather cools off
