HIS Radeon 7870 Fan Not Spinning

Just got my new computer today but the GPU fan doesn't spin! It's powered by 2x 6-pin connectors into my 650w NZXT PSU. I don't understand what's wrong.

EDIT: I was playing around with the 6pin connectors and I accidentally discovered that when one of the 6 pin connectors is partially connected, the fan spins but I get no signal from the monitor. If both connectors are fully plugged in, the fan doesn't spin but I get picture on the monitor. This makes no sense..
 
Is there picture coming from the card to the monitor? If there is, the fan just might be dead as long as everything is hooked up properly. Check your 2 6pin connectors to make sure they are seated fully in place. The fan could have been DOA.
 
make sure the power connecters are fully locked in, and if you can see the fans power cable, check if its also hooked up. I don't know why it wouldn't be in the first place but it's better to just look and save the trouble. Also check if the cable is hitting the fan in a way that it would stop it from spinning, All of the things mentioned here in my post happened to me 😵 XD its worth it to just check it quickly before you return it. Hope to god the header pins aren't damaged O:

what do you suggest would be a suitable load? a light game? I don't want to destroy the card.
