Hit a troubleshooting brick wall

I haven't been able to use my gaming rig in over 3 months due to an issue I have been having. The system flickers on for a split second and turns off when I try to power it on. I have tried breadboarding with 1 stick of ram and no ram still no post or beep. I tested the system with a different 300w psu I borrowed and it gave me the same issue. I then proceeded to order a brand new b150 board to test which I thought would definitely fix the issue but it still did not post. I am currently stuck unsure what to try next.. a CPU failure seems very unlikely considering I overlooked to a measly 4.3ghz without touching the Vcore.
I have been stuck using my xps 15 as a desktop replacement for too long now any help will be appreciated.

Specs.
Intel core i7 6700k
Palit Geforce GTX 1080
Corsair CX600
MSI z170a Pro gaming carbon
8 + 8GB crucial ballistix sport ddr4 2400mhz
 
Would recommend pulling the GTX 1080 as a testing measure. A 300W power supply def not enough to test with that card installed, not enough amps.


Have you reset the BIOS (you can short the reset BIOS jumper..check your manual) with drives disconnected, video card removed, running on the motherboards built in video output? THe goal is to get to boot to BIOS. This also tests power supply issues removing everything not absolutely needed. Resetting the BIOS will also remove any overclock settings if they are wrong and preventing boot.
 


Yeah I have attempted to breadboard with nothing but the i7, heatsink, motherboard ram and switching between both power supplies. I have tried using a jumper to reset the cmos and pulling the battery but it does not make a difference. The only difference I have managed to identify is the system powering on for a little longer with the b150 board but shuts off without posting whereas the msi board clips off after less than a second.

Could it be an issue with both power supplies because they are both fairly low end
