Geforce rtx 2070 with max-q

Hey all, been playing baldurs gate 3 on a rtx 2070 max-q and am running into a strange issue. Do note, this issue persosts no matter the in game settings. I used msi afterburner to track all this.
When in game, it will be running perfect 60 fps, and then every 5 or so minutes my no load limit and no power limit flatlines. When this happens, the clock speeds shoot down from 1300 to 850 and lag like hell for a few minutes before going to normal. I believe the intention of this is basically because the computer doesnt detect any work load and wants to idle. I believe the gpu being a "max-q" may have something to do with no load limit stuff as it has a sort of built in power saving mode I think. Even if I run control panel on "prefer max performance", this persists. I think it might also be worth noting that I use Armory Crate's performance mode but that's sort of helpful on a laptop, despite what people might say.
The temps, power, and voltage if the gpu seem to be just fine too and should be no cause for throttling itself.
My current theory is that maybe using throttlestop for the cpu might stop some of this? Im not sure.
