HL2DM weapons people spawn with?

Hello!

How can I change it so everyone in my server spawns with all weapons perhaps not rocket launcher though but still... How can I do this?

I've tried Pirat_Restrict

give them all the weapons at round start, the same way you would give anybody an item

google some tutorials on console commands and setting up your own server for HL2. This is the topic I haven't touched in over 8 years, so I cannot give you exact instructions, only point you in the right way.

I've been googling plugins for it for the past 5 days...

it's not a plug-in, it's simple config code for the server, I'm guessing you missed the part where I said to look for a guide on setting up your server

I guess you missed the part in which I asked for direct help not a simple response with 'Google it'.
