Changed power supply on HP a6600f desktop. Now ill only boot to blue HP screen with four options. Cannot access anything

Is the new PSU a good working PSU? If so, check the 24-pins connector and the 4-pins/8-pins connector and make sure that these are mated well and the latches engaged. Check RAM too.
