Question hold shift button,and the laptop then starts up ?

hi,i have a hypa laptop i bought from argos 2 years ago
all off a sudden it has started messing about
when i switch on power buton it seems to switch off after few seconds,
i stumbled across this scenario,where i press power button,then hold shift button,and the laptop then starts up.
but if i release the shift button i get a "slide to shutdown pc" message appearing.
the laptop is not touchscreen
if i do nothing after seeing this the laptop shuts down
if i press and hold the shift button after seeing this "slide to shutdown pc",the laptop stays on.
what on earth is going on?
i have tried countless suggestions to no avail.
i reinstalled windows also(holding the shift button for 2 hours was a torture)
anyway,look forward to hearing some of your ideas.("throw in the skip",not one im looking forward to,hehe)

It appears that the laptop is being booted into Safe Mode.

Reinstall Windows again via:

You should not need to hold down the shift key.

If that is necessary then something is probably broken....
